Background:

As the internet and alternative news outlets successfully outperform mainstream media sources for the attention of politically capable citizens both in the US and abroad, the power elite have designed a strategy of domestic espionage and recruitment of civilians and law enforcement for the purpose of spying on their neighbors. From fire departments to university professors, a whole series of Homeland Security initiatives is aimed at creating a massive snitching apparatus comparable to that of Germany's Gestapo, the Soviet KGB and Israel's Shin Bet/Mossad. Using techniques and attitudes developed in these totalitarian states, under the guise of the "War on Terror," America's handlers intend to stem the tide of real information and political action based on the truth of 9/11 and the emerging understanding of the criminality inherent in the New World Order and its national/international apparatus. Although the situation is frightening on paper, viewed from another angle, it is hopelessly too little too late, as the information war has already been won. It is just a matter of time before the political/historical timeline reflects the emerging zeitgeist. Nevertheless, there is still much work to be done, and it will not happen by itself.

HR 1955 is entitled the Violent Radicalization and Homegrown Terrorism Prevention Act of 2007.

The sponsor is Jane Harman of California, one of AIPAC's top legislators according to Time and The Washington Post.

It was then referred to the Senate Committee on Homeland Security and Governmental Affairs. Final actions on the bill took place October 23-24, 2007.

A parallel bill, S 1959 was already underway in the Senate as of August 2, 2007 sponsored by Susan Collins of Maine, another AIPAC asset seen in Sacramento, CA at AIPAC conferences and championing AIPAC's legislation from her perch as ranking Republican (Joe Lieberman is ranking Independent) of aforementioned Senate Homeland Security and Governmental Affairs Committee.

The bill, which implements recommendations of the 9/11 Commission, includes a provision creating an office of international cooperation within the Department of Homeland Security. The office will pair up U.S. and foreign organizations for security research partnerships. Israel is one of five countries recognized as a potential partner. The legislation passed the Senate by a vote of 85-8 and the House by 371-40. AIPAC supported these congressional efforts to expand U.S.-Israel security cooperation. The bill states that certain U.S. allies, including Israel, have “extensive experience with, and technological expertise in, homeland security.” They also have “a history of successful collaboration in developing mutually beneficial equipment, capabilities, technologies and services in the areas of defense, agriculture and telecommunications...”

Immediately following the House's passage of the bill, a Homeland Security Conference involving the RAND Corporation and Harman was convened to discuss these domestic terrorists. It was at this conference that the Architects and Engineers for 911 Truth were displayed on a PowerPoint slide alongside supposed Islamic extremist organizations in the USA.

"The legislation apparently involved input from the RAND Corporation, which produced a 10-page document for inclusion in testimony to the House Committee on Homeland Security, Subcommittee on Intelligence, which generated the bill. 4 In 2005, RAND produced a 97-page report, entitled Trends in Terrorism, Chapter Four of which was entitled "Homegrown Terrorist Threats to the United States." 5 The RAND Corporation, established in 1946 as Project RAND by the United States Army Air Forces, played a key role in leading the US into the Vietnam war. RAND's National Defense Research Institute is frequently contracted by the US military and intelligence communities to produce studies which in turn are used to justify funding weapons systems. Participants in the RAND Corporation have included former advisor Lewis "Scooter" Libby, consultant Henry Kissinger, and Chairman from 1981 to 1986 Donald Rumsfeld.

The bill's sponsor is Jane Harman, who has served the 36th District of California since 2001. Harman's successful 2006 re-election campaign was funded largely by aerospace companies with DOD contracts, her top five contributors including Raytheon, Northrop Grumman, and Boeing. 6 As chair of the Homeland Security Intelligence Subcommittee, Harman was one of several lawmakers with an oversight role over the treatment of US prisoners in the "War on Terror" since 2002, when the CIA briefed a handful of members of Congress in secret to describe interrogation methods including waterboarding. Harman was among the select group of Congresspeople briefed about the CIA's use of these methods, which became somewhat scandalous in late 2007. 7"

Dear Jane Harman,

As Chairwoman of the Subcommittee on Intelligence, Information Sharing and Terrorism Risk Assessment (Committee on Homeland Security) I want to bring to your attention what appears to me a troubling tendency by two of the witnesses that testified at the November 6, 2007 Hearing, “Using the Web as a Weapon: the Internet as a Tool for Violent Radicalization and Homegrown Terrorism”. I hereby submit this open letter to you, cc'ed to the Subcommittee.

The tone of the Hearing established by the opening remarks from you, Mr. Thompson, and Mr. Reichert, was fair enough, with a well-meaning focus on extremist radicalization. Terrorism is a horrible tactic, no matter who is employing the slaughter of innocent people to enable a radical agenda.

However, in the statement by Mr. Bruce Hoffman, things quickly go off-track.

You are a long-time associate of Mr. Hoffman, (as you note in your introduction of Hoffman at the hearing), dating back to his employment with the RAND Corporation. It's kind of interesting how that works. RAND specializes in studies of issues of interest to the U.S. Government, including a bunch of studies on terrorism. Now, as an objective analyst of terrorism-related issues, Mr. Hoffman testifies to the House on the need for more study of terrorism-related issues.

I hope that you take the following statement from Mr. Hoffman to heart;

Defeating al Qaeda suggests first and foremost that our assessments and analyses must be anchored firmly to sound empirical judgment and not blinded by conjecture, mirror-imaging, politically partisan prisms and wishful thinking.


However, this statement by Mr. Hoffman does not appear to reflect his own advice;

"The Internet, once seen as an engine of education and enlightenment, has instead become an immensely useful vehicle for terrorists with which to peddle their baseless propaganda and manifold conspiracy theories and summon their followers to violence.


Hoffman begins like the Hearing did, clearly focused on how violent radicals use communication portals like the internet to spread their message... but then he drifts off into conjecture about "manifold conspiracy theories".

I want to suggest that there is no empirical evidence which proves that "manifold conspiracy theories" trigger violent radicalization, that tying conspiracy theories to a serious study of the roots of terrorism during House testimony is conjecture, and doubly, wishful thinking.

His blanket statement about the internet is too broad and not generally true. The internet is still "an engine of education and enlightenment", despite its abuse by those who call for violence.

I hope that you can remain objective when evaluating Mr. Hoffman's testimony, despite your prior associations with him.

Even more egregious, however, is the testimony of Mr. Mark Weitzman of the Simon Wiesenthal Center. Weitzman's testimony also begins on-track, focused on violent radicalization and its perpetuation via the internet.

Unfortunately, Weitzman riots in tact and in fact when he also decides to stroll down "conspiracy theory" lane. During Weitzman's PowerPoint presentation to the Hearing, he presents a series of websites that purport to have content that instructs visitors how to conduct acts of terror, and talks of individuals affected by these sites.

I urge your staff to closely examine the sites that were presented by Mr. Weitzman, to see if his claims are true and accurate. I do this because once Mr. Weitzman goes off the beaten path, he is quickly out of his depths, and presents websites that bear no relation to his claims.

Weitzman says;

To illustrate the trends described above, we have put together a short PowerPoint demonstration. Without going into deep detail in these written remarks, I would like to offer some brief descriptions of the material that will be shown. The presentation begins with a look at how 9/11 is viewed in some eyes online, including those who applauded it as well as some conspiracies sites. The presence of the conspiracy site is significant, since so much of what passes as fact online is actually based on some form of conspiracy. These are often built around the Protocols of the Elders of Zion, which allege Jewish control of the world, or around presenting the United States government as being engaged in various conspiracies or cover-ups, or ultimately having the entire Western world engaged in a vast, multi-layered conspiracy against the Islamic world.


Among the websites shown by Weitzman to "illustrate the trends decribed above", (presumably he means: racism - domestic extremism - radical Islam), he throws in the website Architects and Engineers for 9/11 Truth.

I visited the website in question to attempt to verify Weitzman's claims. ae911truth.org is not "built around the Protocols of the Elders of Zion", does not "allege Jewish control of the world", and does not accuse "the United States government as being engaged in various conspiracies or cover-ups, or ultimately having the entire Western world engaged in a vast, multi-layered conspiracy against the Islamic world."

Here is what the site is about, clearly placed in the "About Us" section of the website;

We are a non-partisan association of Architects, Engineers, and affiliates, who are dedicated to exposing the falsehoods and to revealing truths about the “collapses” of the WTC high-rises on 9/11/01.

We call upon Congress for a truly independent investigation with subpoena power. We believe that there may be sufficient evidence to conclude that the World Trade Center buildings #1 (North Tower), #2 (South Tower), and #7 (the 47 story high-rise across Vessey St.) were destroyed not by jet impact and fires but by controlled demolition with explosives.

We believe that this website, as well as the other referenced sites, contains the information necessary to demonstrate to all with an open mind that this is the case, and that such an investigation is warranted and overdue. We believe that the available relevant evidence casts grave doubt on the government's official story of these “collapses”.

Architects and Engineers for 9/11 Truth are encouraged to take an active role by reporting the results of their research on 9/11 by means of lectures, articles, and methods of disseminating the truth about the 9/11 WTC building “collapses”.


It appears to me that this group, whose core members are mostly architectural professionals are not terrorists, racists, or "conspiracy theorists". They present evidence that when looked at in an empirical manner, "not blinded by conjecture, mirror-imaging, politically partisan prisms and wishful thinking", an objective observer will conclude that they should join them in a call for a new investigation into the collapses of the World Trade Center.

I hope that there is some objectivity at play in these Hearings, and that testimony is carefully evaluated, and sorted.

According to Jessica Lee of Indypendent and Kamau Karl Franklin of the Center for Constitutional Rights, the Homegrown Terrorism Prevention Act was penned with plenty of help from the RAND Corporation.

“Rep. Jane Harman, Democrat from California, has had a lengthy relationship with the Rand Corporation,” Lee tells Democracy Now, although she was unable to determine if RAND wrote the bill. On the 12th anniversary of the OKC bombing, Rep. Harman, as chair of the Homeland Security Subcommittee on Intelligence, Information Sharing and Terrorism Risk Assessment, introduced the bill in the House of Representatives.

“The ‘Homegrown Terrorism Prevention Act of 2007? seeks to address the roots causes of radicalization, and would establish a grant program to provide funds to States to foster badly needed vertical information sharing from the Intelligence Community to the local level and from local sources to state and federal agencies,” explains Harman’s website. “It also creates a Center of Excellence for the Prevention of Radicalization and Home Grown Terrorism to examine the social, criminal, political, psychological and economic roots of domestic terrorism and to propose solutions, and promotes international collaboration on strategies to combat radicalization.”

Franklin mentions Brian Michael Jenkins, an “expert” on “terrorism, counterinsurgency, and homeland security,” according to RAND. Jenkins is “someone who helped the United States in counterinsurgency measures in Vietnam,” states Franklin. “In addition to that, he wrote a book, and in his own book” Jenkins declared that “in their international campaign, the jihadists will seek common ground with leftists, anti-American and anti-globalist forces, who will in turn see radical Islam comrades against a mutual foe.”

In short, according to Kamau Karl Franklin, the Violent Radicalization and Homegrown Terrorism Prevention Act is more about domestic political activism than Islamic terrorism, although it appears Jenkins—and neocons such as the former Marxist David Horowitz—are attempting establish a link between the two, an absurdity at best, as the best way to discredit both the antiwar and patriot movements.

According to a Center for Constitutional Rights factsheet, RAND is a key player in the “domestic terrorism” prevention effort detailed in this draconian bill. A RAND study “Trends in Terrorism,” Chapter 4 on “homegrown terrorism,” advocates “special attention to environmentalist, Anti-globalization activist and anarchists as potentially new terrorist in the making.”

Not surprisingly, RAND is intimately connected to the global elite and the military-industrial-intelligence complex: “The interlocks between the trustees at Rand, and the Ford, Rockefeller, and Carnegie foundations were so numerous that the Reece Committee listed them in its report (two each for Carnegie and Rockefeller, and three for Ford). Ford gave one million dollars to Rand in 1952 alone, at a time when the chairman of Rand was simultaneously the president of Ford Foundation,” notes SourceWatch (Rene Wormser, Foundations: Their Power and Influence, p65-66). “Two-thirds of Rand’s research involves national security issues. This is divided into Project Air Force, the Arroyo Center (serving the needs of the Army), and the National Defense Research Institute (providing research and analysis for the Office of the Secretary of Defense, the Joint Staff, and the defense agencies).”

As Lee Rogers notes, the Violent Radicalization and Homegrown Terrorism Prevention Act, in its effort to flush out “terrorists,” including those opposed to the sort of globalism supported by Ford, Rockefeller, and Carnegie foundations, will perform an end-run around the Constitution and the Bill of Rights. The bill “states in the first subsection that in general the efforts to defeat thought crime shall not violate the constitutional rights, civil rights and civil liberties of the United States citizens and lawful permanent residents. How does this protect constitutional rights if they use vague language such as in general that prefaces the statement? This means that the Department of Homeland Security does not have to abide by the Constitution in their attempts to prevent so called homegrown terrorism.”

This bill is completely insane. It literally allows the government to define any and all crimes including thought crime as violent radicalization and homegrown terrorism. Obviously, this legislation is unconstitutional on a number of levels and it is clear that all 404 representatives who voted in favor of this bill are traitors and should be removed from office immediately. The treason spans both political parties and it shows us all that there is no difference between them. The bill will go on to the Senate and will likely be passed and signed into the law by George W. Bush. Considering that draconian legislation like the Patriot Act and the Military Commissions Act have already been passed, there seems little question that this one will get passed as well. This is more proof that our country has been completely sold out by a group of traitors at all levels of government.

“With overwhelming bipartisan support, Rep. Jane Harman’s ‘Violent Radicalization and Homegrown Terrorism Prevention Act’ passed the House 404-6 late last month and now rests in Sen. Joe Lieberman’s Homeland Security Committee. Swift Senate passage appears certain,” write Ralph E. Shaffer and R. William Robinson for the Baltimore Sun. “Not since the ‘Patriot Act’ of 2001 has any bill so threatened our constitutionally guaranteed rights.”

Harman’s “proposed commission is a menace through its power to hold hearings, take testimony and administer oaths, an authority granted to even individual members of the commission—little Joe McCarthys—who will tour the country to hold their own private hearings. An aura of authority will automatically accompany this congressionally authorized mandate to expose native terrorism.”

Ms. Harman’s proposal includes an absurd attack on the Internet, criticizing it for providing Americans with “access to broad and constant streams of terrorist-related propaganda,” and legalizes an insidious infiltration of targeted organizations. The misnamed “Center of Excellence,” which would function after the commission is disbanded in 18 months, gives the semblance of intellectual research to what is otherwise the suppression of dissent.

While its purpose is to prevent terrorism, the bill doesn’t criminalize any specific conduct or contain penalties. But the commission’s findings will be cited by those who see a terrorist under every bed and who will demand enactment of criminal penalties that further restrict free speech and other civil liberties. Action contrary to the commission’s findings will be interpreted as a sign of treason at worst or a lack of patriotism at the least.

While Ms. Harman denies that her proposal creates “thought police,” it defines “homegrown terrorism” as “planned” or “threatened” use of force to coerce the government or the people in the promotion of “political or social objectives.” That means that no force need actually have occurred as long as the government charges that the individual or group thought about doing it.

As Shaffer and Robinson note, examples of “resulting crackdowns on such protests include the conviction and execution of anarchists tied to Chicago’s 1886 Haymarket Riot.” Additionally, we might add that the FBI’s COINTELPRO—targeting civil rights, antiwar, and national liberation movements—may serve as a template for “insidious infiltration of targeted organizations.” Although the official history would have us believe COINTELRPO was shut down in the 1970s, events since that time reveal the government is still in the business of illegally going after Americans who exercise their constitutional right to petition the government. Thus it makes perfect sense that the corporate media—compromised by the CIA under Operation Mockingbird beginning in the 1950s—would employ the likes of Glenn Beck and Bill O’Reilly to characterize the antiwar, truth and patriot movements—and even supporters of Ron Paul—as potentially violent advocates of “domestic terrorism.” No doubt, in the weeks and months ahead, we should expect more such propaganda as Harman’s “proposed commissions,” little more than federally mandated inquisitions, get up to speed."


Rita Katz of the SITE Institute also testified at the Committee Hearing discussed Above. Katz is alleged to be a personal friend of Jane Harman. Katz's Institute is the vehicle whereby "Osama bin Laden's" messages are distributed to the mainstream media. Here's how it works:

"9/11 "bin Laden" video

In early September 2007, SITE announced that Osama bin Laden would release a video message on the anniversary of the September 11 terrorist attacks on the United States. Bloomberg News also reported that IntelCenter, another web monitoring service, noted that al Qaeda's media production group as-Sahab flagged the video in an online media statement.[8] While Bloomberg reported only that the video would be released, the Associated Press stated that "the 30-minute video was obtained by the SITE Institute" and had provided a copy to the AP. The report stated that "American officials said the U.S. government had obtained a copy even though the video had not been posted yet by al-Qaeda".[9] AP noted that "during the video, bin Laden's image moves for only a total of about 3 1/2 minutes in two segments, staying frozen the rest of the time while his remarks continue." An anonymous U.S. intelligence official told the AP it may have been a technical glitch that occurred during production. While the video was intercepted by US intelligence agencies, its provision to SITE Institute may have been a boon to the small group, which only made it available on its website to subscribers.[10] However, Fox News released a transcript of the tape.[11]

A little over a month later, the Washington Post reported that SITE had given the video to two senior officials "on the condition that the officials not reveal they had it until the al-Qaeda release." SITE's Rita Katz complained to reporter Joby Warrick that within 20 minutes of providing access to it on the group's website, several government agencies began downloading it. "By midafternoon that day, the video and a transcript of its audio track had been leaked from within the Bush administration to cable television news and broadcast worldwide," Joby Warrick wrote. "Techniques that took years to develop are now ineffective and worthless," Katz said. [12]"

Conclusion: HR 1955 is Mossad Legislation designed to facilitate a police state like that in Israel.
